The Mexican government’s plan for investment in energy infrastructure has been pending since the beginning of 2020.  The absence of a formal, public plan for the future, combined with recent reforms in the renewables sector, and public statements made by the administration regarding the Port of Veracruz concession, and its plans to amend the 2014 Energy Reform, have created an environment of uncertainty.  But is there any real cause for concern? Is it time to call in the lawyers?

The government has continued to make public statements to the effect that existing contractual obligations and legislative regimes will be respected.  Yet, the landscape may be different for different subsectors and companies. Investors in upstream, midstream, downstream and renewables projects are living very different experiences.  And while some are unconcerned, others are dusting off their legal boxing gloves.

This is why, seven months into the pandemic, the ANZMEX Energy Debate is back.  We believe it is opportune to put our cards on the table, exchange views on what the future holds, and examine the risks, and potential responses, in worst and best-case scenarios. Is it time to get your legal strategy ready, and if so, who wins and why?  (The lawyers, of course!)

 The Chatham House Rule will be enforced and the event will be conducted in English.
